Substantive Rank
Substantive Rank may be awarded by National Board on the recommendation of a Squadron or on its own behalf to any officer of Flotilla Commander’s rank or above, provided that such officer has served satisfactorily, two complete terms as defined in the Constitution and has not been the subject of disciplinary action or removal from office. The rank is awarded only when the officer does not for the time being, hold a higher rank.
The recording of Substantive Rank by the National Archivist forms the basis of information on which validity for nomination to a higher rank is based. 
Substantive Rank carries with it no rights or privileges other than those of regular membership and can be rescinded by the National Board at its absolute discretion.
